About the code of Pastoral Care of Tertiary and International Learners:

The Education  (Pastoral Care of Tertiary and International Learners)  Code of Practice 2021 (the code) has been developed to protect the well-being of all tertiary learners both domestic and international and came into effect in January 2022.

The code sets out the outcomes and requirements that all tertiary education providers must meet for the wellbeing and safety of their domestic and international tertiary learners.


What is the code?

The Education  (Pastoral Care of Tertiary and International Learners)  Code of Practice 2021 is a code for learner wellbeing and safety.

The code sets out the outcomes and requirements all tertiary education providers must take in promoting and supporting student wellbeing, development and educational achievement.

Under the Code, all tertiary education providers should be helping all learners to be:

 

The code has twelve outcomes, it is the tertiary education provider's responsibility to ensure that the requirements that apply to their organisation are met.

PassRite Driving Academy only enrolls students who already live in New Zealand and does not offer student accommodation which means that only outcomes 1 through to 4 apply to PassRite.

 

Outcomes 1 to 4: Applies to all domestic and international tertiary providers

Providers must take a whole-of-provider approach to maintain a strategic and transparent learner wellbeing and safety system that responds to the diverse needs of their learners

Providers understand and respond to diverse learner voices and wellbeing and safety needs in a way that upholds their mana and autonomy.

Providers must foster learning environments that are safe and designed to support positive learning experiences of diverse learner groups.

Providers must support learners to manage their physical and mental health through information and advice, and identify and respond to learners who need additional support

 

Outcomes 5 to 7: Applies to tertiary education providers with student accommodation

Providers must ensure that student accommodation promotes and fosters a supportive and inclusive community which supports the wellbeing and safety of residents.

Providers must ensure that student accommodation contracts and practices are transparent, reasonable, and responsive to the wellbeing and safety needs of residents

Providers must ensure that student accommodation facilities and services are maintained to a standard sufficient to support residents’ wellbeing and safety and educational success.

 

Outcomes 8 to 12: Applies to all international tertiary education providers

Signatories must ensure that practices under this code respond effectively to the distinct wellbeing and safety needs of their diverse international tertiary learners

Signatories ensure that prospective international tertiary learners receive clear, accessible, accurate and sufficient information, and make informed choices about the study and services a signatory provides before they begin their study.

Signatories must have practices for enabling learners to make well-informed enrolment decisions in relation to the educational outcomes being sought by the learner and ensuring that all relevant parties are clear about their interests and obligations prior to entering into the enrolment contract.

Signatories must ensure that international tertiary learners have the opportunity to participate in well-designed and age-appropriate orientation programmes and continue to receive relevant information and advice to support achievement, wellbeing and safety.

Signatories ensure that international tertiary learners are safe and appropriately supervised in their accommodation and effectively communicate with the parents or legal guardian of learners under 18 years.

 

 


Annual Self-review Obligations 

Under "The education (Pastoral Care of Tertiary and International Learners) code of practice 2021" it is PassRite's responsibility to perform annual self-reviews to review and assess if we are meeting the outcomes and requirements outlined in the code.

PassRite's Self-review is conducted internally by our Quality Management Team. The process it self involves full review and analysis of learner voice and input, employer voice and input, student achievement data, health & safety data, Quality management data and any other relevant data reviewed against the code and our student well-being and safety strategic goals.

What should i do if i wish to raise a concern?

If you have any concerns you wish to raise or if something isn't working for you, you should speak with PassRite's Managing Director first.

You will need to follow PassRite's complaints procedure first.
